Journey to the Center of Vaultopolis
Wasteland Locations
Wasteland locations are encountered when you send a Dweller out to explore the wasteland. After a certain amount of time you will hear the squelch of a Radio Transmission. Then in the wasteland area outside the vault you will see an icon to click on. You are asked if you want to Ignore or Enter. If you chose to enter then your Dweller will appear at the location and you can control the Dweller directly.

You will only be prompted to participate in a random encounter once the Overseer's Office is built.
[1] I am unsure if the level of the Random Encounter changes based on time or level of the Dweller.
[2] One Dweller did encounter the Red Rocket at 0:00 after I sent out three Dwellers into the Wasteland once.
