In order to craft a theme you must have the recipie. You obtain fragments from doing adventures. Once you have at least one fragment you can use Nuka Cola to complete it.
There are currently 8 themes that can be crafted but each theme can only be crafted once.
[1] Upgrading first requires you have 65 dwellers.
[2] The second one will cost 5600.
